Are tuition fees fair?

More specifically, in England university education is currently funded through a system of tuition fees of up to £9,250 a year. Students receive loans to cover the fees at the time, which they have to start paying back when they earn £25,000 a year. Any money still outstanding after thirty years is written off. Do you think this is a fair or unfair way of funding university education?
