If the government applies a means test for subsidising elderly care, should taxes be raised?

Currently the government will pay for long term care for people who are the least well off, but anyone with savings (more than £23,250) has to pay for some or all of the cost of their care. This will sometimes include having to sell their home. If the Government applies a means test for subsidising social care, which of these options would you prefer?
